Jax is kinda like that too. Almost like zits. When he was at the vets, they said we can wipe it with cleaning pads, used for zits. Like oxy 10, but not that specific one. They also told us it happens when the food and water dishes are not cleaned so well. We have been cleaning out his water dish much better and it has helped. All that slobber is irritating, even to them, lol.
