Healthy Paws is actually a pretty good company for premade Raw food. The only thing I didnt like about them was the fact that their product has veggies in it. Every dog is different, some need more bone and others need less. Apparently yours need less.
You can purchase other products from this same company. Meat only products such as lamb, rabbit, beef, pork etc. What sized boxes are you buying? They have a product called a Big Variety Box. It contains 3- 2lb chicken mixes, 3- 2lb turkey mixes and 2-2lb beef only. I much prefer PMR style feeding and Lynne posted the links to those topics. If you want to stay with premade then what I would do is mix 1 package of the chicken mix with ground chicken to increase the meat to bone ratio.

I doubt your pug will have an issue with the thighs it may take him a little longer to eat but he should be fine with them
