If you just go through the building management or landlord she will not know who voiced their concerns and will just have to leash her dog... problem solved...and no awkward encounters. I honestly think that's the best option. If you confront her she may get offended or think you are just a complainer.
Go through the management and next time you see her with her dog safely on a leash you can just say "Hi!"

Good idea on the "Christmas present" for the neighbor.

I've actually met a couple aggressive goldens before; I think it's more a "badly bred/socialized/trained" dog thing, than it actually being taught. Just about any dog can be aggressive...a lot depends on it's parentage, as well as environmental factors. If I had to guess, I would say poorly trained/socialized.

Still the owners fault, and definitely not a dog that should be allowed to wander freely.

I will definitely be contacting my super to let her know her dog needs to be on a leash when in common areas, she will know it's from me most likely, but that doesn't bother me. I like the idea of giving her a leash as a present, although a little too snarky for my fiance's taste. I'll be sure to listen for dogs outside my door just in case!
