Yes it is. And so far the only bad thing is it only attaches on the left. I just ride on the opposite side of the street and there isnt much traffic in my area.

It's called 1 running dog tow leash and it runs about 150.00 Well worth the money. I debated on it because of the price, the other brands are less expensive.

I love it!! Got the new padded halter today and can't wait to try it. I have been working the last 2 days so we haven't gone in 2 days. I miss it and so does Baylee. Jaxon isn't a big fan. LOL
