Default Irritated or Rash on Testicles

Hi guys-
Hope you are all enjoying the holidays! I live in New Jersey and we have a ton of snow!! So of course my boyfriend and I took the pups out to enjoy

For some time now I would notice Hudson (he is 12 Months intact boy) would get a red irritation on his balls sometimes but nothing serious because it would go away. But last night I noticed that they were really red and looked like they had bumps on them--i think they looked more "bumpy" per say in the cold because they were all shriveled up. So the first 3 pictures I attached are of him outside and the last 2 are after they were in side and I put a warm cloth on them.

Should I be worried? He doesn't seem effected by them he is acting completely like his normal, goofy self. Maybe they are dry or have a rash?

It is really cold here and the snow was almost taller then Hudson he was having a difficult time moving around at times haha.

I also attached a pic of my pups playing inthe snow.

Filbert gets this too and since he's white it's a lot more noticeable. We took him to the vet (had several other things to get looked at as well) and the vet said it could either be the cold irritating them, or a food allergy. Upon further investigation in between his toes was all brown so the vet thought food allergy. But your case could be an allergy, the cold, or the dryness....or some combination of the above.

Does it only happen when playing outside or after playing outside in the cold? If it does and it's not bothering him I would think it's just a reaction to the cold.

Anyone have a second opinion on this?

I think it may just be from the cold. Rocky's do the same thing when he has been outside playing. Once he warms up they go back to normal.

Well it looks the worst after we have been outside then when he is back inside it just looks like a red rash. My breeder told me to try zinc oxide so i put that on before but no change yet..
