Default At Risk For DM

In my search for a new puppy I've noticed quite a few dams/sires that I've looked at list "At Risk" for DM. I'm sure ideally it should say clear or not at risk, but is this something that I should be overly concerned about if I purchase a puppy that was produced by them? In other words, should they not have been bred in the first place even though all of the other tests came book good and they're doing well on the show circuit?

They carry the gene(s) that may / may not result in DM, if I understand it properly.
