Like deapee said, it is a personal choice.
IMO I would never use a choke collar. Some other alternatives you can look into "a humane choke collar" called martingale collar http://www.shakadoghawaii.com/Collardescriptions.html Or another option is the "gentle leader" http://www.premier.com/pages.cfm?id=29 I have never used one of these, but have heard they are very effective. Both of these options help with pulling on a walk and keeping control of your dog.
