Man Accused Of Killing Child Was Neighbor
Police Continue Investigation Into Child Found Dead On H-1

HONOLULU -- The Honolulu Police Department said they are continuing their investigation into the death of a baby found on the H-1 Freeway.Investigators said the child was found dead below the Miller Street pedestrian bridge at about 11:30 a.m. on Thursday. Matthew Higa, 23, was arrested and charged with throwing the child off the bridge, KITV reported.

He remains in police custody on second-degree murder charges and outstanding arrest warrants.

Authorities said they covered the toddler's body with a sheet and stopped all west-bound traffic while they investigated. Witnesses said at least one vehicle ran over the boy who was pronounced dead at the scene.

"It's just a sad incident, and it's just something that we never wish happens, especially in our state," said Capt. Frank Fujii of the Honolulu Police Department. "That was a horrible sight that I saw down there. For any man to do that to a child," said Johnnie Bruen who witnessed the incident.

Police said they spent the afternoon interviewing witnesses and were able to determine the boy's identity and that he lived in Makiki.

KITV has learned that the boy's name was Cyrus Bell. He was 1 year and 11 months old, according to police.

Neighbors of the boy's family said that he was a happy, playful child. They said the man accused of throwing him onto the freeway was his neighbor.

Friends and family tried to console the boy's distraught mother shortly after she learned of her son's tragic death.

About a dozen police officers arrived shortly after to talk to her as they try to figure out what happened. The woman could be heard yelling at the man she lived with and her father that she had left her son in their care.

Neighbors said the boy lived in this apartment with his mother and a man they thought was the child's father.

"The father was running around here playing with the kids on Wednesday. They were laughing, and having fun," said neighbor Raymond Tricebuck.

Neighbors said the boy and his family moved into a rental unit at the Clemson's Apartments in October. They said Higa moved into a unit just above the family at about the same time.

Neighbors told KITV that Higa lived with his father and was often seen talking to himself.

"He would just walk around in a daze. He was always in a daze," said neighbor Roy Seminuk. "He always kept to himself. I'd say hello to him occasionally, and sometimes he didn't respond."

Others who know Higa placed a lei on the pedestrian bridge where police said Higa dropped the baby onto the freeway.

Lauren Moniz said she graduated from Roosevelt High School with Higa in 2002."He was just a quiet guy, who kept to himself. He didn't seem like he would do something like this," said Moniz. "He was just regular, regular guy, nothing outrageous or anything."

Moniz said she didn't know the baby or his family, but she and many others said they are deeply saddened by the tragedy and feel the need to reach out.

"I just felt so bad for the baby. If it's anything to do with kids, babies, it's really emotional to me," said Moniz.

Authorities said they escorted the boy's mother to the main police station hoping she could help them piece together the events that led to her son's death.

just so incredibly sad..they have now learned that the little boy WAS infact ALIVE when thrown over  :cry:  :cry: they werent sure..

no reason why yet..not that anything would matter...but whatttttttttttttttt in the world?

this was about 5 min from our house..just unreal and so aweful !..

im just guessing here but the discription of the man and what he did makes it seem like he had some sort of mental illness. Terrible for the family and the baby but also if this man was not well and he obviously had something wrong wit him to do this...where were his caretakers also at the time? Just horrible story.

so far they have people sayiing they graduated high school with this guy and he was a nice guy quiet to himself but not like weird quiet..always pleasant...

'something' went terribly wrong.. this guy lived with his father they said,...so how did the fther NOT know something was wrong with his son but all the neighbors knew?

grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr jsut so sad for this baby...

that is so horrible! i still don't understand why on earth he did it!? not that there would be any acceptable answer because it is totally horrible thing to do.there was a similar story on the news about a week ago about man who threw his 3 kids over a bridge..  WTF!!!

i saw that wasnt it 4? they were all young right? they were vietnamese? i think? so so sad !!
