Looks to be either allergies of some kind or maybe yeast problems.

Zuke has a spot just behind the nose but that was from a cut that healed and now is white when he is cold and pink when he is warm.

Jax has had something similar under his jaw. We got something from the vet that we can put on it when / if he has this. I'm not sure the exact diagnosis..
The hard part is to keep him from licking it off once applied.

Looks like a skin allergy. I suggest using some tea tree oil in a carrier of olive oil or coconut oil. Three drops to a tablespoon of oil. Poor Chevy. Bruno has this under his bottom jaw as well. It's better with the above treatment but still not gone . Wishing you and Chevy well!

Its yeast and it can get infected and even slightly bleed. You need chlorhexadine wipes, either from your vet or you can even get them on Amazon. Our boy just had this and he also required antibiotic, if we caught it earlier he may have been good with the wipes. We are keeping a supply on hand.

Just some other preventative suggestions.

Always make sure the water and food bowls are clean. I clean the bowls after every single meal even if I can't see anything.

Wipe down the muzzle after every meal and drink. Paying particular attention to the folds of skin by the eyes and under the chin.

I didn't do these things as much as I should have when he was a pup and there was some irritation. Since then I have been much better with it and no issues.

Not saying it would be a cure if he has allergies, but its a really good habit to get into, imo

snows mom, we use either a paper towel of I buy those stacks of washcloths at Walmart that are inexpensive. We use them and toss in his laundry. Save $ that way.
